DENVER—State Rep. Ray Scott, R-Grand Junction, wrote a letter to Gov. John Hickenlooper last Friday asking him to delay his appointment of 10 public trustees in Colorado’s largest counties until January, when Scott, if reelected, plans to introduce legislation to turn the trustees’ duties over to their county treasurers. The new appointments come after the 10 previous appointed public trustees resigned or retired after detailed reports were published revealing various misuses of funds.

Charles Ashby of the Grand Junction Sentinel reports:

  • ·“ Earlier in the 2012 legislative session, Scott introduced a bill that would have allowed any of the 10 counties whose public trustee is appointed by the governor to turn their duties over to their county treasurers. Instead of going along with Scott’s original bill, Hickenlooper’s office pushed for a compromise that called for more oversight, including annual audits and using the state’s competitive bidding process for purchases or contracts of more than $25,000.” (“Rep Scott: Hold up on replacing ousted trustees,” Grand Junction Daily Sentinel, 07/16/12, link).

  • ·“‘It is also unfortunate that the compromise bill has allowed the trustees to continue to squander money the 10 counties could have put to much better use,’ Scott wrote.” (“Rep Scott: Hold up on replacing ousted trustees,” Grand Junction Daily Sentinel, 07/16/12, link).

  • · “Scott said doing away with the trustees could save counties $100,000 to $200,000 a year.” (“Rep Scott: Hold up on replacing ousted trustees,” Grand Junction Daily Sentinel, 07/16/12, link).

  • · “Rep. Dan Pabon, D-Denver, forced an amendment onto Scott’s bill when it was heard in the House Local Government Committee even though he wasn’t a member of that panel or a co-sponsor of Scott’s bill. Scott said he had no choice but to work with Pabon because of threats the Democratic-controlled Senate would have killed his bill without the amendment.” (“Rep Scott: Hold up on replacing ousted trustees,” Grand Junction Daily Sentinel, 07/16/12, link).
